The Metric Becomes the Target
Measurement starts as a guide, then quietly becomes the work.
How it starts
A team needs a visible signal. A number gives leaders a way to compare, prioritise and ask sharper questions. At the start, the measure is useful because it makes a hidden situation easier to discuss.
How it drifts
The number becomes safer to optimise than the underlying outcome. People learn what counts, what does not count, and which awkward details can be left outside the frame.
Why it survives
The metric is easy to defend because it looks neutral. It gives meetings a shared object, managers a trend line, and teams a way to show movement even when the real condition has barely changed.
What to watch
Look for improving dashboards alongside worsening customer, operational or staff experience. The work has not disappeared; it has learned to present itself to the measure.
Questions worth asking
- What behaviour does this measure reward?
- What useful work becomes invisible?
- Who can challenge the measure when it misleads?
- What would we still need to know if the number improved?
